I wanted to use the 'run as administrator' on a Domain Work Station, and recieved the message 'An administrator has blocked you from running this app' I used this registry hack to allow it:

This almost worked. I have a Samsung Ativ Book 9 and was unable to install the update software after reinstalling my OS. Ultimately what I had to do was:

* Exploit Protection Settings
* Program Settings
* Add Program to customize
* Pasted in the name of my program ('sw_update.exe')
* Selected the following options:

> Override system settings
+ On
+ Allow thread opt out

> Disable Win32k system calls
+ Override system settings
++ On

> Do not allow child processes
+ On

> Export Address Filtering
+ Override system settings

* Apply

I was FINALLY able to run my app.

i disabled this few months ago. i couldn't use the app today. The error message was this 'An administrator has blocked you from running this app' i spent more than 10 minutes with this keyword. couldn't find a single solution.
had an idea and searched how to disable your phone on windows 10. google found this page. now i was able enable it again.

Running the file from a command prompt solved the problem. Disabling SmartScreen didn't do anything any 'unblock' checkbox under the file properties
